I wouldn't let a Fire Elemental wield a non-magical quarterstaff, even if said staff was reinforced with Shillelagh. Of course the weapon needs to make sense. However, the Myrmidons are able to form hands to wield weapons, and if you look at pictures of the normal Elemental in the Monster Manuel, they all have hands to hold things like weapons.So there is an argument to be made that an Elemental could, potentially, wield a weapon. You will find the stat blocks for most beasts in the game starting on page 317. Because there are so many beasts to choose from, it is highly recommended that you pick up a copy of the Monster Manual when playing a Druid. Let's look at the relevant rules for wild shape: Your game statistics are replaced by the statistics of the beast, but you retain your alignment, personality, and Intelligence, Wisdom, and Charisma scores. The Druid gets their signature Wild Shape ability at 2nd level. Now before Mordenkainen's came out, I would have said no. A particular race feature that has gotten notice recently is that Dragonborn druids can still use their breath weapon while Wild Shaped. So, I know this is fully a DM dependent thing, but I wanted people's opinions on this as a DM.
